Opening a Restaurant in Tokyo in 2026: The Real Budget, Line by Line

Space, renovation, equipment, licences, hiring, working capital. The real orders of magnitude behind a Tokyo opening, costed line by line.

The cost of opening in Tokyo varies by a factor of four depending on the neighbourhood, the type of kitchen and the condition of the space. Reliable benchmarks do exist. Here is the budget line by line, drawn from public data and from the projects we run.

The overall envelope, 130,000 to 430,000 dollars

According to WhereToOpen, the total cost of opening a restaurant in Tokyo in 2026 runs from 130,000 to 430,000 dollars. The Japan Finance Corporation, in its 2024 survey of new business operators, puts the average start-up cost at 9.85 million yen, roughly 66,000 dollars.

The gap comes down to one factor: the condition of the space. A space that already has a working kitchen, what the market calls inuki (居抜き), cuts the renovation budget by half or by two thirds. A raw shell is the opposite: everything has to be built, including what nobody sees.

Line 1, the commercial space

What surprises foreign operators most is not the monthly rent, it is the cost of getting through the door. Four items fall due before the keys change hands.

  • Shikikin, the security deposit: 6 to 10 months' rent, sometimes 12. Refundable at the end of the lease, never in full.
  • Reikin, key money: 1 to 6 months' rent, non-refundable. A thank-you to the landlord, literally.
  • Agency fee: one month's rent.
  • Monthly rent: 300,000 to 600,000 yen for 50 to 80 m² in Nakameguro, Ebisu, Shibuya or Shimokitazawa.

For a space at 400,000 yen a month with eight months of shikikin and three of reikin, you pay out 4.8 million yen before setting down a single stool. That is about 32,000 dollars for the keys alone.

And that leaves out the guarantor. Foreign operators without a track record in Japan almost always go through a guarantee company, which charges 50 to 100% of one month's rent per year.

Line 2, renovation and fit-out

This is the most variable item, and the one where the condition of the space is paid for in cash. The ranges recorded by Excuseme.jp for 2026:

In food and beverage the kitchen is the biggest item: extraction hood, cold room, stainless steel worktops, dishwashing station. Budget 3 to 6 million yen for a complete professional set-up, and 2 to 5 million for the dining room, counter, lighting and furniture.

One item first estimates routinely miss: fire and safety compliance, 500,000 to 1 million yen. If the space has never been a restaurant, expect more.

Line 3, licences and paperwork

Opening a restaurant in Japan requires a food service licence (飲食店営業許可), issued by the ward public health centre after an inspection of the premises.

  • Food service licence: 10,000 to 30,000 yen.
  • Alcohol licence, where required: 20,000 to 50,000 yen.
  • Company incorporation, GK or KK: 150,000 to 300,000 yen in notary and stamp duty.
  • Trademark filing, optional but advisable: 30,000 to 100,000 yen.

Handing incorporation and licensing to a gyōseishoshi or a lawyer adds 300,000 to 500,000 yen. That is a lot for paperwork, and it pays for itself on the first rejected filing you do not have to redo.

Line 4, hiring and payroll

Since the Business Manager visa reform of October 2025, a foreign operator must employ at least one Japanese national or permanent resident full time. It is no longer a comfort, it is a condition of the residence status.

  • Head chef: 350,000 to 500,000 yen a month.
  • Sous chef: 250,000 to 350,000 yen.
  • Front of house: 200,000 to 300,000 yen, or 1,200 to 1,500 yen an hour part time.

Add roughly 15% for social insurance. For a minimum team of three to four people, monthly payroll lands somewhere between 1 and 1.5 million yen.

Line 5, working capital

This is the one everyone forgets, and the one that closes houses. There is no revenue in the first month, and rarely the hoped-for level by the third. You have to be able to hold on without counting on it.

Six months of operating costs in the bank, before the first plate goes out.

For a small restaurant at 400,000 yen rent, three staff and ordinary food costs, monthly outgoings run between 1 and 1.5 million yen. That means 6 to 9 million yen of safety cash.

Summary, a neighbourhood restaurant

About 149,000 dollars, and that is the low end. In a more central neighbourhood such as Ebisu or Daikanyama, add 30 to 50%. For a raw shell, double the renovation.

This budget covers the opening, not the operator's salary. Failing to plan twelve months of personal living costs is the number one mistake we see, and it surfaces in month six, when it is too late to fix.
